The importance and use of industrial and commercial biobased products in the Federal government was officially recognized in Section 9002 of the Farm Security and Rural Investment Act of 2002. This Farm Bill requires Federal agencies to establish affirmative procurement programs for preferred purchasing of biobased products so the Federal government can help lead the nation to greater use of these American-made products that reduce U.S. dependence on foreign oil and have environmental and economic benefits.
Because of the importance of biobased products, Executive Orders 13101 and 13134, issued in September 1998 and August 1999, respectively, had already called for their use.
The U.S. Department of Agriculture (USDA) is implementing Section 9002 of the 2002 Farm Bill. USDA has issued the final Guidelines for Designating Biobased Products for Federal Procurement and begun the process of designating product categories or items for preferred purchasing.
